What working directory does atom use when opening from the macOS dock?

I have a shortcut to Atom on my macOS dock. When I open a fresh window, nothing is ever loaded by default. If I close that window, there is no save dialog. I know that atom saves the temporary files somewhere, but if I open from the dock again it shows a clean editor. I can use ‘atom .’ from the command line to open the workspace for that directory. What directory does the dock-launched atom is run from?

This is a known issue:

To be clear, this is only the case when Atom doesn’t have a project associated with it not because it is launched from the Dock. Atom’s default behavior when launched from the Dock is to restore the previous project, but if there is no project to restore then it loads an empty environment.
