Using apm Command to install packages in Portable Directory

I am trying this in Windows, which is not my normal platform.

I have found that I can have a .atom directory beside the Atom portable application directory to store my custom settings. That seems to work to some extent.

I want to automate installing packages using …\apm.cmd install --packages-file packages.txt where packages.txt is a file with the desired package names.

This will install the packages, but puts them inside the ~user\.atom directory rather than in my portable atom directory.

How can I direct atom to install packages into the alternative directory?
