Use Visual Studio 2017 RC

Could it be possible to create Electron Applications using Visual Studio 2017 RC since VS2017 supports node.js development? if so could someone make a VS2017 Template that allows the development of electron applications using VS 2017 RC?

Of course. You can easily build a new Visual Studio Addon for developing electron applications using VS 2017 RC.
But not recommended before VS2017 release LTS.

Another thing, you may be want to try Visual Studio Code, in which you can more easy to set up your environment and do debug! For using electron with your own C++ Node Addon, when I am doing such project, I prefer open both IDE. When debuging, you can let VSCode’s and VS’s breakpoint working fine simultaneously.
