Unable to install packages on win 10

This was my first time using atom and when i was trying to install packages this was happening

when i try using apm through command prompt this error is hapening

For some reason it looks like you need to run the command from an elevated command line? (Run as Admin).

But it really shouldn’t need that, what if you try installing packages just from Atom? ctrl-, -> Install

Even if I try to install the packages from the atom the same error is happening. It is same as shown in the image

What are you trying to install? Because there are no problems on my side, everything works. What Atom version do you have?
