Should apm packages be case-sensitive?

Is it intentional that apm package names are case-sensitive?

it seems like the only reason npm modules are case-sensitive is that there are too many existing repos that use mixed case to make the change. All newer modules are required to only use lowercase.

➜ ~ apm install zen
Installing zen to /Users/cabraham/.atom/packages ✗

I just got tripped up by not capitalizing a package name. In the long run, I feel like the confusion is going to trump the freedom.
