Open in Atom doesn't bring Atom to the foreground

When I right click a file in Windows 10 File Explorer (or XYPlorer) then select “Open in Atom” from the context menu, the Atom icon flashes in the task bar, and I have to click it, in order to open Atom and view the file. Since I perform this action numerous times, this is a show stopper for me!

I tried removing the .atom directory, removed Atom, then re-installed it, to see if any of the packages I had installed were causing this behavior, but same thing – Right click on a file to open it, then I have to take the extra step of clicking on the Atom icon in the task bar.

Any ideas how to change this behavior?
