I try different desktop and in all the case the top menu is absent.
What happens if you run the command
Window: Toggle Menu Bar? (To do that, use ctrl-shift-p to open the Command Palette, start typing the command name, and then select it when it appears.)
The welcome page do not have a field to write command. And shortcut key seem useless. So far it’s not very ergonomic. I try many rime your editor and vim and emac seem simplier.
Are you on a Mac? If so, it might be cmd-shift-p.

Atom is not my editor, and I could never remember the commands to do anything in emacs.
It seem a common problem on Linux. The editor start without menu bar. The solution is: Press Alt !
