Is there a glitch in the language-html package?

I already posted this as a reply to a very old post,
but I thought I’d make a fresh post as well.

This is about the language-html package’s autofill for the tag.
Why does it default to href="/css/master.css"?
I’ve only learned to link to folders via “css/master.css” or “…/css/master.css”.
Is “/css/master.css” a bug or is there something I’m not getting, here?
