Change encoding of a part of the file

The first part of the file is encoded in utf16-le and the second in utf16-be. I would like to change the second part to utf16-le. How can I do that with Atom?

I had this issue already once and I solved it with Emacs.

I have never seen this before and am deeply disturbed.

In serious though, I doubt it’s possible and recommend finding another tool to fix the file encoding.

I found a solution. Cut and paste the two region which have different encodings, paste them in two distinct files, delete characters which may couse this problem, change encoding of one of the both to the encoding of the other and add/paste the string to the other. See also here.
