Apm installed in path on win7 but not in win8.1

Two weeks ago I installed Atom on Windows 7 and the package manager apm was placed in the path.

Today I installed Atom on Windows 8.1 and package manager is not in path.

Has anything happend or is this the correct behaviour?

If this is the intended behaviour on Windows 8.1, how should I proceed to install apm into the path, what is the proposed way of doing it?

Could it be that your PATH changed between win7 and win8.1?

To clarify, I made two separate installations, one in Windows 7 and one in Windows 8.1. Running in Virtualbox. So i did not do an upgrade from 7 to 8.1 or anything like that.
